Fee: 3500-4000USD per month depending on experience
The Mentor Initiative, is about to start the implementation of a very challenging program in two health districts in the Southwest Region of Cameroon.
Since late 2016, Anglophone regions of Cameroon (Southwest and Northwest) have endured turmoil and violence in what has become since become a man-made humanitarian crisis.
This crisis has led to killings, destruction of properties, sexual harassment and massive displacements, following war crimes. More than 437.000 people the majority of which have remained in the Southwest Region have left their homes in search for protection.
In line with health cluster needs assessments in the Southwest Region, the assessment conducted by the MENTOR INITIATIVE has confirmed the deteriorating public health situation in this very volatile conflict zone, as a result of a dramatic decrease in access to health services, both at facility and community level. The mass displacement of populations, mostly into the forest, lacking shelter with low access to drinking water, precarious hygiene conditions, expose these populations to the increased risk of epidemics.
The HPC manages a very challenging program that is meant to be the start of a longer-term presence of the MENTOR in the Anglophone Regions of Cameroon. The very volatile security situation, leading to serious limitations in humanitarian access, further aggravated by very cautious and sometimes leery state and none-state actors, turning service delivery at times in very delicate operations. The HPC will identify and train a national staff successor during his field mission.
The Medical and Technical Advisor and Coordinator will support and advise the Country Director in the various tasks set forth:
Technical support to health posts
· With support from the country medical coordinator, organise and prepare training sessions (initial and refresher) for clinical staff in the supported health facilities. The curricula for these trainings will cover case management of frequent pathologies in the target area including care-taking of referred (severe) cases from the MENTOR supported Community Health Worker network. Pre and post tests are to be included in the training sessions
· Elaborate and distribute tools (decision making trees) to facilitate differential diagnosis for the clinical staff.
· Coordinate and participate in regular supervisory visits to the supported health posts with the specific objective of ensuring the provision of quality care to patients
Technical support to CHW network
· As required and in close collaboration with the Country Medical Coordinator and the Base Coordinator, assist with the recruitment of new Community Health Workers (CHWs) in the areas of his/her responsibility. This includes identification as well as training and equipping the CHW.
· With the assistance of a team of locally recruited programme supervisors and in close collaboration with the Country Medical Coordinator, organise and implement onsite technical training and oversee general performance of CHWs.
Drug supplies
· In collaboration with the logistics coordinator and field coordinator and the Country Medical Coordinator, responsible for overseeing proper management of the MENTOR stock of drugs and small medical equipment for the targeted health facilities and CHWs.
· Ensure clear storage and labelling of drugs and medical supplies from different donor sources for accountability purposes.
· In order to avoid stock ruptures at health facility level and within the CHW network, organise for regular supplies of drugs based on consumption records and rational usage of the drugs provided.
· Closely monitor consumption of tracer drugs for stock rupture.
· Assist the Country Medical Coordinator in preparing national and international medical orders.
Referral
· In collaboration with the field coordinator, set up required mechanisms in order to ensure efficient referral mechanisms. In addition to facilitate the physical transport of patients referred by CHWs, this includes the set-up of referral documents to allow for efficient care-taking at referral level and tracing of referred patients.
· Organise for the participation of health facility staff and/or District/Regional level MoH coordination staff in supervisory visits of the MENTOR supported CHW network.
Organise for regular internal and external technical meetings to coordinate and follow up on efficiency of referral mechanisms.
Prevention
· In close collaboration with the Country Medical Coordinator, the Prevention Coordinator and the Base Coordinator, ensure that prevention activities are fully integrated into the support to health facilities and CHWs: General IEC (provision of sensitisation tools at clinic level etc), LLIN distribution, Indoor Residual Spraying campaigns (IRS) etc.
Monitoring and evaluation
· Directly responsible for timely collection and analysis of statistics from the supported health facilities and CHW network.
· Effective monitoring and analysis of data from health facilities and CHWs to identify areas in need of targeted training and supply activities.
· On the basis of the statistics analysed, makes reports and recommendations to the Country Director and the Country Medical Coordinator.
· Assist in conducting malaria prevalence, anaemia, other clinical monitoring surveys, disease mapping and baseline data collection surveys.
Reporting / Proposal writing
· Prepare monthly reports on the progress in health facility support activities and relevant indicators for MENTOR line management and the National Health authorities.
· As required, advise and assist the mission Medical/Technical Coordinator in the drafting of (budget) proposals.
· Assist the country management team with technical components of donor reports and proposals, so that these are prepared and submitted in a timely manner, as per the grant agreements.
· Participate in the elaboration of regular internal situation reports (‘sitreps’) for subjects directly related to his/her responsibilities.
Representation
· Ensure close collaboration with other health NGOs working in the target areas.
· Represent The MENTOR Initiative at district/regional level medical / technical meetings with the government, NGO partners and donors when required.
· Stimulate positive interaction and keep good relations with all partners.
· Develop strategies in collaboration with other stakeholders and the district/regional health authorities on capacity building at the peripheral level of the health care structure.
· Collaborate with staff from the MoH at district/regional level on the implementation of the programme activities.
· Collaborate with all stakeholders in the health sector at regional level on the implementation of national policies on protocols and financing on primary health are level.
Specific Pharmacy and drug chain management
The health coordinator will oversee/manage the program pharmacy located in Mentor’s base
He will evaluate, set up and follow the implementation of procedures on different levels of the supply chain of drugs and other medical items.
· During regular training program cycles, facilitate training module on basic stock management for health facility staff and CHW’s and oversee that (Mentor) pharmacy stock is properly managed during supervisory visits.
· In close collaboration with the Country medical coordinator, he will evaluate the needs of the mission and elaborate the international medical orders.
· Under the supervision of the country medical coordinator and in collaboration with the two other project medical coordinators, he will insure the implementation and the follow up of the procedures insuring secured drug chain management. He might be asked to visit other Mentor bases and he will be invited to participate to regular medical coordination meetings.
· He will evaluate and train Mentor’s supervisors and stock managers on different tools related to the chain of drugs and other medical supplies
Other
· As required, recruitment and training of locally employed programme supervisors.
· Respect MENTOR’s Security Guidelines and advise the field coordinator immediately on security issues encountered.
· Follow and implement all existing financial, administrative and logistical procedures as well any new procedures and guidelines as communicated by the Base Coordinator.
· Includes the possibility of transfer to another similar post in another MENTOR country programme within the period of this contract agreement.
· Any other duties as may be assigned by the Country Director and agreed with the MENTOR Programme Manager.
Job Requirements:
§ Qualified senior nurse other similar related medical certification (doctor, pharmacist, public health specialist)
§ Mature person that can work under very challenging (security) conditions
§ Solid knowledge of community-based programmes, in particular with respect to supervision and training
§ At least 2 years field experience in a similar environment
§ Fluency in English (oral and written).
§ Experience in managing teams in the field in insecure environments
§ Experience in pharmacy management especially in challenging context
§ Practical, hands on approach
§ Familiarity with NGO working environments and standard procedures.
§ Excellent team worker and communications skills
§ Ability to work long hours
§ Honest, conscientious and reliable
